Is there a phone out there or a program that is capable of showing the zipcode or GPS location of where the incoming cell phone call was placed from based on cell towers or GPS?

I had a friend mention to me that he had seen this used before and it sparked my curiosity.

when i was with sprint, and i received a call that was not in my phone book, the name would be displayed as whatever state the area code was from.

VZW's new Samsung Alias 2 has a program known as City ID. when you buy the handset, you are given a free trial of City ID.
