Does anybody know if all 12 volt mini USB power cords are the same? It seems like I have read that some phones have mini USB power cords that aren't compatible with all mini USB phones, but now when I search I can't seem to find the definitive answer on this.

I believe that all USB cables are the same.
I believe that the real issue is if the USB cable is used in a power adapter. If the amperage of the power adapter is not rated for the same amperage as what your device wants from the USB cable, this is where I've heard that it might cause problems.
If I remember my physics courses which I haven't used in ages, since a USB cable power adapter/device is generally rated for 5 volts, the amperage will vary depending on what the device wants/expects or the power adapter is capable of delivering. The higher the amperage on your power adapter, the more likely it is to accommodate your phone (or whatever you want to plug the mini USB power cord into).
This is all based on memory from courses that I took half a lifetime ago so I might be mistaken.

All consumer grade USB, mini USB and micro USB chargers will (should) give regulated 5 volts on the two power pins.
Its the amperage thats variable between brands and devices.
500 mah is the industry standard. I know for a fact that Motorola, RIM, Palm, Nokia, and Samsung devices are on the 500mah standard. Others may be as well.
If you want to try it, you can try it. The voltage will be the same, and will not damage your phone. In addition, the worst that can happen is the cord doesnt supply enough amprage for the phone, it wont charge, or the phone's software will prevent it from charging.
