I am looking to purchase a phone on ebay.
The LG Dare or Samsung Omnia.
My question is -has anyone ever purchased a phone on ebay, and if so; what should i look for when purchasing a phone on ebay?

browse the seller feedback history, a power seller with 100% feedback is legit.

Should i also ask the seller for the ESN on the phone to make sure it's a clean phone?

sure why not. a lot of times the esn is right on the listing.

I would ask if you want to be safe. You can always call Verizon and check to make sure that it is legit. However, chances are if the person has a lot of positive feedback (like over 5,000) than it will be a clean ESN, but it is never bad to double check.

Do you know of other websites that i can also check out for purchasing cell phones at competitive prices?
