Help Me Design a New Plan

My brother has three Bell lines (only uses one, but they kept convincing him to add another one as it would be a better deal than what he was using) on some sort of business plan and three Bell phones. I honestly can't tell you what he's got because he doesn't even know. He just knows that the last time he added another line, his bill dropped by like $50/month because they did something that improved his billing structure.
He's just more or less shut down his business in the interior and moved back down to the Coast and needs to re-organize his phone/plan.
Things we'd like:
1. Lots of minutes (it will be his only phone) - this can come either as a mixture of unlimited incoming (if that still exists) or just volume minutes period. I'll venture he'll use upwards of 1000 - 1500/month. Can't say what the incoming/outgoing breakdown would be, but I'll guess it'll be largely daytime minutes as he seems to virtually shut his phone down at night.
2. Good phone. This, from his perspective, is different than for most of us. He basically wants good reception, good battery, and doesn't give a poop for smartphones. He has no interest in emails or anything else of the sort (although I'd like to get him texting more). In his mind, it would be best if it were a flip phone as he very much dislikes his Pearl and the way he ends up ***-dialing people constantly. It also has to have Bluetooth as BC is going "headset required" in 2010.
3. Tethering...? Is that even an option...or feasible without a smartphone? Or better to go USB stick on a second line? He doesn't care about data use on the phone itself - just wants to be able to deal with some stock trading while on the run, so will take his laptop with him on the road.
Sooo...any thoughts/recos?

I think you can tether on non-smartphones, but I'd think the stick would be a better option simply due to speed and that it won't sap your phone's battery life. I tether on my N95 and it ends up overheating when I have it plugged in to the charger.

Now we just need to pick a phone and a plan. I think he may need to go through retentions...
