Cingular Unlock info

I would have posted this to the unlock sticky but it's locked so...
I've been w/cingular in so. cal. since it was pacbell cellular. I bought my current phone, a nokia 8290 back in 11/2001. I'll be upgrading & possibly changing providers soon, so I wanted to get the unlock code for the 8290.
I tried emailing cingular as listed in the unlock sticky, but it bounced. Next I called 611 & was told that they haven't been giving unlock codes out for nearly 2 years. Only possible exception is if you have a world phone, are traveling overseas, and upper level cingular people agree...
The CSR said that whoever I sold/gave the phone to would have to call their provider, who in turn would have to contact cingular for the unlock code -- they only give this code to the other provider.
Unless I just happened to get the wrong CSR, I think the sticky thread should be updated.
