Advice on getting new phone, switching providers for $30/month

My wife currently has an Ericsson R-289LX w/ horrible battery life, which I'm attributing to its NiMH battery. I also have a Nokia 3361 which is much better (LiION).

When the AT&T contract ends in December, what are my options? I don't want to pay a lot for a new phone (read: free would be nice), but I do want to increase the battery life and improve or at least keep the 'range' (my wife is out in the country a lot and gets so-so reception w/ AT&T).

There are some decent deals on Amazon.com, but they require new subscriptions. My initial thought was to drop AT&T and go with T-Mobile and get their T610 Phone or another Nokia, but the rebates are predicated on the user signing up for one of their $39.99/month plans or higher.

I'm currently paying $30/month w/ AT&T for their Digital Advantage plan (200 Anytime + 100 + 50 = 350 total anytime minutes) + Unlimited nights & weekends +Can call anywhere in US if call originates from my local calling area.

Bottom line: I'll switch to T-Mobile (or whoever) if I can get:

  1. a better phone (battery life)
    same or better reception
    same or better monthly costs
    same or better monthly features

Am I asking too much?

(don't really care about features but a camera would be cool)
