want activate my old bell phone on prepaid

I have an old bell phone. It was deactivated 2 yrs ago. Now I want activate the phone on prepaid service because 10$ prepaid for 30 days is perfect for my daughter. But somebody told me I have to 40$ for it. My question is can the 40$ be waived in anyway?

Actually its $70 for an activation kit which includes $30 of airtime, and no this cannot be waived.

The network will be generating you a new phone number, and activating you a brand new prepaid account on the network. This takes resources which sadly, like 100% of other industry, are not free.

Rogers activates Pay-As-You-Go phones for free, but I'd still pay the $70 to activate on Solo, it's much more economical.
