My first experience with unlocking my nokia 6610 was unsuccessful. Somebody advised me to use MCC-MNC: 31020 because it is universal. But I found another information about MCC-MNC

Is this true? Can somebody confirm it?

For unlocking purposes you should use the MCC-MNC of 310-20 ignoring that you may have a different MNC in your area. I'm not sure of the reason, but if you're attempting an unlock with a DCT4 unlocker either standalone or through a web unlocker you should use 310-20. When you get the generated codes use either the #1 or #7 code. I'm not sure why but it doesn't seem to matter which you use as either code will make your phone "SIM free."
