Where to get phones?

Sorry for the basic question, but other than the carrier, where can you get phones?
We have service w/ Qwest in the Pac. NW. Super cheap (retention) plans.
I've checked ebay, but there aren't many to choose from. I don't know much about unlocking a phone, and Qwest isn't helpful in activating phones that are not from them. All I know is that they are on the 1900 mhz freq. and are CDMA.

Any suggestions? Can I use phones from other providers? Unlocked or no? What questions should I be asking before I buy?
