Could someone tell me if I can download and use the ringtones I find on this webpage and Nextel's on my Boostmobile phone.

MSN Mobile now has a Ringtones link where you can download from your Boost/Nextel phone. Check it out!!!

Do they send them over the air? How do you download them?

If you go to the MSN mobile on your PC, you'll get download instructions for Nextel.
