infrared trouble ???

i was trying to reinstall my infrared dongle cuz when i click the icon on the bottom of the screen the file transfer window wouldn't come out ... so after uninstalling it ... i install it again ..and it gives me this message ...
The follwing Hardware was installed:
AMP PHASIR Serial Infrared Device
An error occurred during the installation of the device.
The I/O operation has been aborted because of either a thread exit or an application request.
then i click finish and nothing was installed ... it was worked one time before .. i was using it to transfer files to my Panasonic GD88 Cell phone in WINXP ... please someone help ...
