Pictures Take Up Too Much Space

I've heard issues about T616 firmware and how it needs to be updated to fix the issues with the sizes of pictures... In order to get nicer looking pictures for my contacts I just cropped my own pictures and then compressed them with photoshop down to a smaller size than the ones taken with the internal camera.
A 6,928 byte, 290x391 JPEG file when transfered over to the phone reports as 6.9KB, but actually takes up more space. When I go to delete it (is there any other way of telling how much space the picture is taking up? 'Picture Info' doesn't tell me) it says it will free 33KB.
Is this in fact a firmware issue and are their any workarounds (jpeg vs. giv vs. bmp?). I only have about 15 pictures and they're taking up so much space!
I'm using R1B027 firmware on Cingular.
