Vibrating Alert

Why can I use Vibrating Alert only on silent mode or on general mode, and not both?
I mean, I can only adjust Vibrating Alert:
1. On in silent
2. On
3. Off
What can I do if I want to use Vibrating Alert both when I'm on general mode and silent mode (without changing it all the time... 
)?

Choose "On." That means the vibrating alert is On regardless of whatever mode you are in.
