Yes, by using panasonics Edit Tool. Easiest way I know of. Get it at panasonic's webpage. Free download

With an IR adapter, you will only be able to transfer files between computer and phone. With a proper data/flash cable you'll be able to flash new firmwares, games and unlock, etc.
For files i think it's best for IR just have to select an image in whichever folder you have your files stored in on your phone and select send IR or whatever. Receiving is a simple as positioning your phone in front of your IR adapter from you computer and selecting applications>>data receive>>IR and your computer and phone will start communicating with each other. Then you'll just have to select an image or file to send over to your phone. The two will only communicate for about 30-40 seconds after that you'll have to retry the transmission again. Be aware the GD8X will only support files up to 50kb ( i think it's 50, i haven't sent any file for a loooong time).
If you're using a data cable and the panasonic program, you'll have to move your files from any other folder to your received folder on the phone in order for the program to recognize that you have files on your phone.
