First you must load the software from the CD into your computer
Once thats done launch the PC-Sync application
When the interface comes up, click on the MP3 button
It will pop up another window where you can browse and select an MP3 file on your local computer
Once you select the MP3 it will load into the edit window
There you can select or highlight the area of the file you wish to load, it must be within 200K
You can preview your selection from the interface
To save, click the convert button and then "save as" onto your computer
Once saved, to load to phone connect the data cable then click "To Phone"
It will prompt you on which file to load
Once it starts it will tell you once its done.
To play the file on the phone, goto the Camera&Media area-->Audio File-->Downloaded Data
It will now list your file(s) in MMF format
Select the song and click options and "Set As" --> Ringtone
Now your phone is set to that song when you get an incoming call

You can also simply play the file for your listening pleasure and not set it to the ringer by highlighting the file in the same area and hitting the "WAP" button. It will play the file through the speaker.

So if i have mp3 that is larger than 200kb it won't work?

You can use any MP3 reguarless of its original size. But when you use the program to crop it and mix it to a ringtone, it has to be cut to under 200K. The application wont let you save the file unless its within limits.
