Trouble with SL55 Firmware update

I am having trouble running the v16 fw update. After 2% it says
"Cannot connect mobile. Check if attached correctly"
I know it is hooked up correctly because when it initializes it shuts off the phone.
Is this a bootcore bug?
Any help would be appreciated
