Where to get X70 Firmware Flash?

I've seen numerous posts on requiring cables to upgrade your firmware on the X70 (can't use IR or Bluetooth) but nothing that explains:

1) How to do it once you have the cables - and how much are the cables and where to buy them?

2) Or if you don't want to hazard doing it yourself, where you can go or send the phone to have it done, how long does it take and at what cost.

I am in Canada but travel frequently to the US and Hong Kong so if there are Panasonic Centres in the US or HK that will do it for you I would greatly appreciate the info. My firmware is way back on A18 and I would love to upgrade.
