Using the P900 as a modem on Cingular's network

I want to use my P900 as a wireless modem for my laptop. I have the P900 set up to use Wireless Internet Express and it works just fine. I don't want to be using my KB on the wireless internet in order to use it as a modem for my laptop - I want to use the phone line and spend minutes when I use it as a modem.

When I set up my ISP (SBC DSL Dialup) as a dial-up internet account under ControlPanel->Internet accounts, and then try to use the phone's browser to access it, the phone attempts to dial but immediately says "Call was not answered". The same happens when I try to access via bluetooth from my laptop and attempt to use it as a modem. You can see the phone starts to dial the connection but it just gives up immediately. I even tried putting in my own home phone number and it seems that the call just doesn't even go thru - it never rings my home phone. Is there something I need to do to the phone to make this work or is there something that Cingular is doing to prevent data calls from going thru (they say no)?

Here are my P900 dialup settings under Control Panel->Internet accounts:

Name: DSL-Dialup Connection
Type: Dial-up Username: (my ISP account userid) Password: (my ISP account password)
Phone number: (my ISP account phone number) Under Advanced:
Login: [get everything automatically]
Script: [none]
Proxy: [none]
Speed: [Analogue - I've also tried ISDN]
Enable high speed: [unchecked - I've tried this both ways]
Requested Speed: [28.8kbps]
Enable Secure: [unchecked]
Other: Enable PPP extensions: [checked]

The Cingular reps say I need the "Data Connect Kit" - what is this crap? I shouldn't need anything else to do this. They insist that I have data access and everything is turned on but I don't believe it. It seems like I cannot make a data call from my phone on the Cingular network.
