Best software for croping and raising midi volume

Can anyone give me any advice on a simple to use program to cut and raise the volume on a midi file. These are the only two things I want to do. Basically what are you guys using out there to do this?

I just want something very simple to use that is cheap or free to take full size midi files and cut them down to ringtones and maybe pump the volume up a little if they are too soft.
