Yes, it can. Well sort of. The PC Link software has a sync of contacts between Outlook/Outlook Express and the phone. In my experience it's best for just importing contact but there is some sort of sync thing in there. There's no ability to sync calendar items and there's no To Do list on the GX30 that I've found.
