I had the same problem as you did. All I did was went to yahoo and searches for a free mp3 editor and found this one. It has everything that you need. Just make sure that you choose 22050 and mono when you create a new mp3. You just basically highlight the area of the mp3 you want and copy it, then start a new file and paste it into that file and save it out with a .mp3 extension. I think (according to the website I saw, anyway) that SoundForge 7.0 only runs on Windows 2000 or XP. I couldn't get it to work on my Windows ME system, either.
I use a great program called dB PowerAmp Music Converter to convert audio files between different formats. This works fine if you don't need to actually edit (i.e., extract a segment to use as a ringtone from) the larger file. For ringtones, use the same settings that Haacksta gave (mono, 32 kbps, 22050). For Bitpim, change the .MP3 file extension to .mid.

i use soundforge 6, which has all the same features as 7 so you might have more luck with 6

or you can use coolwave, which dosent die out after 20 free mp3 encodings.
