sending pics to 8900 with data cable?

How is this done?, I do not get servise where I live so I cannot do the whole email thing.. not right now anyways, so what program is easiest and most of all SAFEST to use to download pics for wallpapers to my phone?. I have the charging usb data cable also. what format do need to save them as?, and last of all... what size? (for wallpapers)?
