T616 unlocking

I have ordered a T616 from Cingular, but can get no straight answer from them whether my request to deliver it "unlocked" will be honored.
I assume that it will not, so as to lock me into the Cingular system. However I want to use the phone on a local French system (for local calls) using a France SIM card, when I make a brief visit there next month.
If I leave it locked, as is, I assume I will incur Cingular roaming (and other ? Cingular) charges in France. Is that right?
How can I get the T616 unlocked -- in the Washington DC / Bethesda MD area? I assume a Cingular store won't do it ?
Any help (and other suggestions on what to look out for in my adventure to select a temporary French cellphone system) would be much appreciated.

I thought most if not all of the current phones from Cingular come unlocked?

Thanks, Chowxmien. You are right -- the T616 came unlocked.
I just had a built-in distrust of Cingular features, from earlier unhappy experiences.

I can change this if I want to, apparently. Is this the same thing that Cingular would lock? It seems too simple. Is it the case that a locked phone wouldn't present this option?
