deactivating 8900

I got an audiovox 8900 off ebay a few days ago. Verizon said that it is still active on a "bad" account, and will not deactivate the phone so that i can use it. Does any know if there is a why i can deactivate the phone myself, or is there anyway I can make the phone usable?
