MP3 bitrate conversion

Hello! I've run into a slight problem with regard to mp3 ringtones. Is there an mp3 clipping program that converts higher bitrate mp3 files down to lower quality?. I've heard that it's best to have mp3s recorded at 64 to 96kbit mono clipped at no more than 30 seconds, but I haven't come across a program that doesn't screw up.
