How can I check from an IMEI of a GSM phone whether this phone is stolen or not?

Whom should I report IMEI of a stolen phone so that it will not be activated by any service provider?


I know that both of my questions contradicts each other. Actually I am a cell phone dealer therefore these things are of my concern when buying phones from people and in case of a forgery (which happened to me in past).

Call the provider and ask them to check the IMEI number for you.

When I see phone prices that are too good to be true on EBAY, I ask the seller for the IMEI or the ESN so that I can check if the phone is stolen.

Often I get no reply.
Curious

So even thought phones on stolen gsm you still can get them activated cant you or they block you as CDMA services do
