VM Slider to Verizon

Hello. I´m living in Venezuela and I want a VM Slider,but the VM Sliders doesnt have enabled browser. My best friend will go to Miami on the next days i want to know if he can buy a VM Slider and activate a prepaid plan(by this way Verizon flash it the phone). and other thing, does Verizon apply minlock to their Sliders?. Sorry for the bad english, I´m just learning.
