can you buy a phone from a company without having a plan and then choose a company/plan?
or could you take a phone that used to be in a plan (say from ebay) and hook it up to a new plan?

GSM phones yes....CDMA phones, mostly no.

yes you can, as long as it was on the same network. verizon for verzion, att for att, etc. some times it will work from different carriers, it just depends on the network.
