Is there a program that I can download to resize my and make my own wallpaper rather than asking someone to resize it for me?

Any photo/image editing software which supports .gif files will do it for you.

Simply open the image, size it to 130x130 and save it as a .gif file.

I do mine on the Windows Paint program.

Most likely (for other people) in paint you're resizing the entire image including the canvas. To correct this problem, open paint and resize the blank canvas to something small (even 1x1 works). Open the pic and there will be no excess "white" *cough*canvas*cough*. Resize the image to 130x130 and you're done with no extra trim. Sometimes though, it may be helpful especially if you want to see the bottom section of the picture instead of having the smart key ques cover it up.
