all north AMERICAN sanyo CDMA prior to the scp-5000, do NOT support the feature that allows you to upload a new ringtone ...

I'm not sure what you mean by "upgrading" ringtones, but, if you upgrade your 4500 with the newest firmware, you will get some new ringtones. Other than that, you cannot add, create, or download ringtones for any of the Sanyo phones, except for the 5000, and 6000

do you know which upcoming phone or avaible phone on cdma networks will or provide ringtones and logos ota e.g. via sms?

I can't really speak in depth about downloading ringtones into a CDMA handset as I am not all too familiar with it. Theoretically, I wouldn't be surprised if the ability to transfer ringtones/logos via SMS with a CDMA handset was plausable if it isn't available now. However, I have heard nothing about such a CDMA handset as of now having the ability to do this via SMS. The only thing I've heard concerning this matter is simply what I stated before, downloading ringtones/logos to a CDMA handset with a data cable and software.
