Qpst service programming mode

I want to make some changes to my phone but in the service programming mode with all the tabs on it like cdma cdma2 amps ect. In the ROAM one there is a spot for a prl list file and i dont have one to put there and if you dont it wont let you save. How do i get this file. I see you can make one but that looks impossible.
