I just use WavePad to cut mp3's to the length I want them and then just change the file name in Windows Explorer to .mid instead of .mp3

Most any program will cut the song length down. (coolEdit, Audacity, Anvil, etc)
Just grab one, load your clip, highlight what part of it you want, tada, new clip. (I know, it's not exactly that easy, but....pretty dang close)
