Does anyone know if there is a airtime menu on the scp-4900?

FOr the call in progress or the total minutes used? for the total minutes used *4 on your phone for current month. I dont know if the phone keeps track the total history of minutes used since being activated.

try calling up the vocoder setting ##8626337, menu, save phone #, ok and see if that works
