You'd find key-in-yourself ringtones for old nokias such as the 3310, which have a composer function. However, people don't bother now to post up key-in-yourself ringtones simply because there are so many manufacturers out, and each type of phone has its own style of composer, etc. that it would be easier simply to download the ringtones instead.
However, if you wish to create your own ringtones, use some authoring programs designed for the PC to make a MIDI, then transfer it onto your phone. You can use low-end products like Mobile Music Polyphonic, or if you really want to create some music, you can go as high as Cubase, but it starts to get expensive there.
