For the past few weeks everytime I visit hofo from my isp connection at home i get:

Sorry. The administrator has banned your IP address. To contact the administrator click here

I emailed the adminstrator 2 weeks ago and nothing happened. I've been having to go elsewhere or use proxies to get through.

No clue if alot of ips from the pool my isp uses are getting banned here in Dubai, U.A.E. ?

Anyone care to help cause this is annoying.

Which admin did you PM? Try PMing tofu_girl or Metacoretex. They're the other 2 admins. Otherwise, PM one of the regular Super Mods like lgreenberg or L Bo. They might be able to pass your message on to Howard directly too since they would be most likely to have direct contact with him.
