Fuel economy computer

What is the deal with the fuel economy computers when you choose "instant average economy", it can go up in to the 40s and 50s. The Toyotas even go up in to the 90s.
Sometimes its a useful feature like when your low on gas it will go down when you slow down, when you floor the gas, and when you go above 55 or 60.
