Hi, I have a Cingular T616 and using it on T-Mobile..
Whenever I press the UP key it go to the Cingular Weather,News, .... page...

Any one how can I get rid of those **** that Cingular put in it.

Look up the term "unbranding" I'm pretty sure that's what you need to do to that phone. You can probably do it yourself with the right software/cables or send it to a reseller that does 50 phones a day...

simply don't worry about
go to T-Mobile forum, go to the configurator, dl the setting, then you can go to T-Zones when pressing right side button
