Other carriers seems to be using 800/850 mhz. Why SprintPCS still using 1900? Isn't 800 mhz much better for reception?

i dont even think that what band you use really matters, my moto mpx200 does even support the 850 band that my provider uses and the phone works fine. i have reception most of the time, so i dont think the band really matter. what should really be important be the service provider for the phone.

Still using 1900MHz? Actually, the 800MHz band came well before the 1900MHz PCS band.
There are only two bands in the 800MHz band, A and B. Enough room for two cellular carriers. Trust me, if everyone else could fit in 800MHz (or lower) they would.
Don't let anyone fool you..800MHz propagates better than 1900MHz in terms of penetration and NLOS operation.

Don't forget that the providers know this, so they space their towers accordingly so that there's no real noticeable difference in a city or urban area.

Simply put, because SPCS doesn't have any 800 Mhz licenses. Any any cellular company that has a 800 Mhz license will not give them up cheaply.
AMPS (800 Mhz) are split into A and B so only 2 companies can have an AMPS license in a particluar area. Usually it's the local telco and another provider.
PCS (1900 Mhz) is split into A,B,C,D,E and F blocks. so up to 6 companies can have a PCS license in a particular area. (SPCS has a PCS license in every state)
Some companies, like Verizon, have PCS overlayed on top of their AMPS network for data or help with capacity issues.
A positive about have a PCS network is not having to support analog cellular phones. Companies that have an AMPS license must keep their analog network active until 2008.
