new info on sms and smsc

new to gsm, and would appreciate a 101 class in sms and smsc....
is there a special smsc number to enter when i'm roaming somewhere? do i get charged for senting a sms when i'm not in my local area (being vancouver)... ie.. when i'm in toronto, i send a sms to vancouver...do i get charged LD receiving a sms when i'm not in my local area....how about international (if i was traveling in HK)?
any help would be appreciated.
