voice mail tones (9900)

I cannot seem to set a tone for when you receive an incoming voicemail. I have tried making my own and some of the ones on the phone and instead of using that assigned tone it will give me a 3 second rehash of the last tone (part of a ringtone) that was played on the handset .
What is the deal?
Also is there any way to get rid of that ×××× Verizon jingly thing at startup or shutdown without having the phone set for vibrate?
Anyway to change the video or camera shutter tone to a homemade one?
