application loader is it true?

i stumbled accross this link http://www.randomite.com/files/Veri...less/apploader/
i downloaded the apploader.exe set it to com4 and it read my phone like a charm. i am almost possitive this app can be used to upload games and apps.
has anyone heard of it or used it?
