Smt5600 perfered network question

Guys, I had a 5600 that I bought from ATT permire site. My perfered network settings had Rogers att listed at the top. Should this be normal for a phone that is located in Chicago, IL.
I talked to a Cingular rep today and he was shocked to here that. Was my phone just not provisioned right or what?
