New carrier & phone questions

Hello,
I live in Staten Island, NY and currently have T-mobile family plan with Samsung e105 phones. I get VERY poor reception inside my own home and none at all in several other places I frequent (parent's in Toms River NJ and also near Monticello NY.) I'm considering new carriers Cingular or Verizon. Which phones generally have best reception as far as brand? I've heard Cingular has gotten better since merging with ATT but I'm leaning towards Verizon and a Motorolla phone.
ALso, in a family plan, is there a way to restrict minutes of one person in the plan such as a kid?

i'm coming over to the us and will be in Monticello, NY and I bought myself a T-Mobile SIM card off ebay!
can anyone, recommend a network that's got good coverage as i will either be taking the train from Penn Station, Manhattan, to Secaucus Junction, NJ, then to Middletown, NY, then by bus to Monticello, NY.
We might rent a car or summit, in which case I hear a lot of stuff about bad coverage on Route 17 (after searching on the forums)
Anyone got any travel tips for this journey?? Or a good provider I should use for medium to good coverage along the way and in Monticello?
Preferably, and provider that has roaming agreements with any UK networks too, since it's always fun to roam (not so fun when you have to pay large amounts of money). Maybe I can pick up a new SIM card whiel I'm in New York.
