MP3/WAV on i860

Having a little problem.. i cut the mp3 file i wanted down to 20 seconds, if i try to load as an mp3 it comes up with a baud rate error i used the settings posted on here for an mp3...
If i convert the file to a .wav file it becomes about 1 mb in file size... how do i convert it to wav and keep the size down to about 200kb... or how can i fix it for the mp3 file to work.. if someone has an answer please email me Splus03@gmail.com i will really be thankful thanks.
