END key to network error, not voicemail?

On an incoming call for my SL65 I want to hit the END key to bounce the person right to voicemail.
When I do this however -- they get a network message simply stating I am unavailable, no voicemail, nadda.
Now when I hit the 'mute' and then 'divert' menu buttons, this works fine; but I want the END key to do this also with one keypress -- on an incoming call.
Anyone figured this out?
