CDM4500 Programming Unlock

Can anyone help me with unlocking a Telus CDM4500 that's lost its NAM?
The screen displays the message "Programming Required, but when I try to reprogram the NAM with the sequence "2 8 9 F> # 1" within a few seconds of power-up, it gives the message "P-Locked!"
Is there a way I can unlock it?
