Your SprintPCS phone, active with valid Sprint account and current PRL file, will ROAM on Bell Mobility's network while you're visiting 
.
If you're asking can you take your purchased-from-Sprint device and activate it anew on a Bell account with a Canadian phone number and area code, then *typically* NO.
There are those rare people who've succeeded and there are people with esn change software that can kluge it for you, but and but and but
