To my understanding it's prefered roaming list. It will take the prefered provider first and if it's not present than the roaming partner. Kinda like AT&T and Rogers AT&T.

You might want to check on the forum for your specific service provider. With VZW, you can update your PRL over the air (OTA) - if your phone is capable of doing so - by dialing *228.
