I wan to know from where i can find SAT(SIM APPLICATION TOOLKIT) so that i can download that tool kit

FWIW, SAT is a means for defining SIM card functionality when it's deployed in a handset, rather than an installable product for development. Thus, for developing a module that requires/utilizes SAT you will need a development platform targeting SIM applications. A major player in the market is Gemplus -- you'll find their platform at http://www.gemplus.com/products/gemxplore_developer/
