Compressing WMV files for MP3?

Ok, If this has been answered before, please accept my apology for asking again. I've searched, but haven't been successful in locating a clear answer.
I have a 7.7MB song that I would like to compress to the 64KB restriction for mp3 loading to the vx8000. I downloaded a trial verision of cool edit pro, but have tried in vain to figure it out. Anyone have advice, tips or pointers to help me out?

Cool edit is pretty easy, just open the file, go to save as, select mp3, go to options and select 64kbps and hit save.

The best I could do was a 60 second clip that was 501 KB
Any other suggestions?

I think it'll be difficult to get a file size of 64Kb from a 60 second clip unless you are really aggressive with the compression. I shy away from doing that since I can never get a good sounding mp3 from being that aggressive.
Having said that, I think you should try a smaller clip, perhaps in the 30 to 40 second range. Assuming you're already converting the clip to mono and keeping 16bit res the next step is to experiment with the mp3 compression parameters. I get good sounding results from a 32kbps or 40kbps mp3, 22khz sample rate, 16 bit res, and mono. Using these settings; my file size is generally under 125Kb (which is ideal for my phone, the VX6100). Obviously, the shorter the clip, the smaller the file. Play around; you’ll end up with something satisfactory as well.

The restriction on the phone is not 64kbps in size it's the speaker restriction. When people say 64kbps they are referring to the Bit Rate. I have full length mp3 on my phone that are about 2mb but I reduced the Bit Rate since a higher bit rate results in bigger file size.
